The Department of Utilities is responsible for delivering high quality water to your faucet, treating wastewater, refuse collection, recycling, operating the Santa Maria Regional Landfill and its Household Hazardous Waste Facility, street sweeping, and regulatory compliance. The Water Resources Operation and Maintenance Section is responsible for supplying residents with an adequate supply of potable water for domestic, industrial, and fire protection purposes. This includes imported State Water, maintaining wells and City reservoirs that have a total capacity of 20 million gallons, and over 450 miles of water mains. Solid Waste Collection and Disposal Services consist of six distinct areas: Refuse collection/residential; refuse collection/commercial; landfill disposal operations, street sweeping, recycling operations, and regulatory compliance.

2010-11 Goals/Objectives

  1. Continue to provide support to the Army Corps of Engineers and the Santa Barbara County Flood Control District during the Santa Maria River Levee improvements.
  2. Present to the City Council, for their consideration, implementation of a Citywide Yard Material Collections Program, otherwise known as a Greenwaste Recycling Program.
  3. Work with the Twitchell Management Authority (TMA) to complete the Twitchell Project Manual, to assist with projects that will maximize recharge for the Santa Maria Valley Management Area, as required of the TMA in the Groundwater Litigation Stipulation Agreement.
  4. Install an additional 6,000 fixed base meter reading systems at existing residences in an effort to reduce meter reading time by City staff, maintain exceptional customer service standards and reduce wasted water through better leak identification methods.
  5. Submit the Joint Technical Document to the State Department of Resources Recycling and Recovery (formerly the California Integrated Waste Management Board) and the Regional Water Quality Control Board for the Integrated Waste Management Facility at Los Flores Ranch.
  6. Expand the installation and use of the secondary irrigation system, designed to provide lower quality well water for irrigation purposes, thus saving higher quality imported State Water Project water for domestic and commercial supply.
  7. Implement a Food Waste Recycling Pilot Program for commercial collection with large scale food waste producers in the City to determine the feasibility of a City-wide program to enhance diversion efforts.
  8. Initiate the design of the expanded percolation ponds for the Wastewater Treatment Plant (WWTP) on the east side of Black Road to achieve reduced future capital and operational costs related to treating wastewater by providing adequate percolation pond capacity for the foreseeable future.
  9. Provide a lead role in the County-wide Integrated Regional Water Management Planning effort to seek funding associated with Proposition 84 grant program.
  10. Commit to a recycling educational program in the elementary schools to benefit the long-term health of our environment through class presentations and field trips to the Santa Maria Regional Landfill.
